As far as I know it is used to enable ITIL standards to be used in SC.
The variable $G.itil was introduced in SC3.0SP1 - the "itil" release. It was never actively announced and has only been used sporadically, mainly because SP1 was still very "buggy".
I personally believe that $G.itil has been cought up with by the changes made to the screlation applications, as the variable is only used in apm.edit.problem (panel: setup.relation) to define the type on relation. But starting SC3.0SP3 (or SP2, I'm not completely sure), all screlations are made "two ways", so the exception on the relation panel has become obsolete.
Speaking of the ITIL standards - does anyone really know what that means, other than what the acronym stands for and that they are "european standards for helpdesk" Im looking for some practical applications of the concepts.
Regards.
Emily
