The win client 7.01 cannot be connected to a server 7.01 (server port number - 13080).
Here connection parametres.
login - falcon
port - 13080
I had no same problems with SM7.

Your server is not started correctly it seems. Do a shut-down, then wait until the log file shows no more activity (check content), then startup again.
There might be more, but this at least is the reason for the non-connect.

The decision is simple , though there is strange enough.
I have transferred data about SQL database from User DSN to System DSN, as was in version 7.
