Default Upgrading from SC 5.1 to SM 7

I have a customer who is upgrading from SC 5.1 to SM 7 and yes we tried to push a re-implement but to no avail. We have been told that we can do the following steps to complete the upgrade...

Upgrade binaries from SC 5.1 to SC 6.2.
    Run SYSBLOB and UTF-8 conversions.
Push database out to a RDBMS.
Upgrade binaries from SC 6.2 to SM 7.
Run SM 7 upgrade utility to upgrade the application from SC 5.1 to SM 7.

This seems odd to me. I would think that you would need to upgrade both the binaries and application to SC 6.2 and then do the upgrades to SM 7.

Does anyone know which method is correct?

The only reason you have to stop at 6.2 is to update the database to match SM7 requirements: UTF-8, fully pushed-out, SYSBLOB to SYSATTACHMENTS conversion, etc. You can then move to SM7 to complete the application upgrade (you don't have to do it twice).
