Can't login to webtier/webservice errors

I can't login into the webiter after doing an db upgrade from 5.01 to 5.10. I have rebuilt the webtier but this error message"An error occured during authentication. The Axis engine could not find a target service to invoke! the target service is Head/Administration. I have tried tagging the webservice via Application designer but get errors which. The attachment shows the errors.
